Paying for college in 2027-28: the SAI, Pell and education credits

The FAFSA and the tax return measure the same family two years apart and reward different things. Three families, worked from the 2027-28 Student Aid Index to the credit on their 2027 tax return, show how the pieces interact.

The 2027-28 FAFSA uses 2025 tax returns and the Department of Education’s 2027-28 SAI and Pell Grant Eligibility Guide (June 2026). Pell award amounts for 2027-28 had not been announced as of October 22, 2026, so the figures below use the 2026-27 maximum of $7,395 and minimum of $740. Tuition is the College Board’s 2025-26 average for public four-year colleges in state, $11,950. Credits use IRS Publication 970.

Three families, from FAFSA to tax return

Family (2025 income)2027-28 SAIPell estimateTuition left after PellAmerican opportunity credit on the 2027 return
Two parents, $85,000, family of 45,624$1,771$10,179$2,500
Single parent, $38,000, family of 3−1,500$7,395$4,555$2,385 ($1,000 refundable)
Two parents, $150,000, $120,000 in savings and 529s34,207$0Paid from 529 and $4,000 out of pocket$2,500

Family A: two parents, $85,000

Parents’ income minus allowances (tax, payroll taxes, the $46,590 income protection allowance for a family of four, and the $5,200 employment allowance) plus 12% of their $25,000 in savings gives an SAI of 5,624. That is below $6,655 (maximum minus minimum Pell), so the Pell Grant is $7,395 − 5,624 = $1,771. Tuition still exceeds Pell by more than $4,000, so on the 2027 tax return the parents can claim the full $2,500 American opportunity credit for the tuition they paid. Their $85,000 MAGI is far below the $160,000 phase-out start for joint filers.

Family B: single parent, $38,000

Her AGI is below 225% of the 2025 poverty guideline for a family of three ($59,963), so the student automatically gets the maximum Pell, $7,395, and an SAI of −1,500. Pell is tax-free when it pays tuition, and tuition paid with tax-free aid cannot also earn the credit. Here $11,950 of tuition minus $7,395 leaves $4,555 paid by the family, enough for the full $2,500 AOTC; with only $1,385 of income tax as head of household, $1,385 of the $1,500 nonrefundable part wipes out her tax and $1,000 is refunded, about $2,385 in all (before other credits such as the child tax credit). At a cheaper college where Pell covers all tuition, Publication 970 explains how a student can choose to treat part of the Pell as paying living costs (taxable) so the tuition can earn the credit.

Family C: two parents, $150,000 with 529 plans

Their SAI of 34,207 rules out Pell; 529 balances count as parent assets at 12%, but retirement accounts do not count at all. They pay tuition and housing from the 529, except $4,000 of tuition from their own funds, so that $4,000 earns the full $2,500 AOTC (their $150,000 MAGI is under the $160,000 joint phase-out start). Using 529 money for those same $4,000 would cost the credit. If money is left in the 529 after graduation, up to $35,000 over the student’s lifetime can move to the student’s Roth IRA, limited each year to the Roth contribution limit ($7,500 in 2026), once the account has been open 15 years.

How the pieces interact

Timing. The 2027-28 FAFSA looks at 2025 income; the credit for spring 2028 tuition is claimed on the 2028 return. Big income or asset changes in 2026 show up on the 2028-29 FAFSA. Same dollars cannot count twice. Tuition paid with Pell, scholarships or tax-free 529 withdrawals cannot also earn the AOTC. Assets. Cash, investments and 529s count; the home, retirement accounts and (for 2027-28) any age-based asset protection do not, since the protection allowance is $0. Who claims. The parent who claims the student as a dependent claims the education credit.

A short checklist

October 2026: the 2027-28 FAFSA opens; file early, using 2025 tax data. Before paying spring tuition: decide which bills the 529 pays and set aside $4,000 of tuition to pay from other money for the AOTC. January: collect Form 1098-T and the 529’s Form 1099-Q. Tax time: match 529 withdrawals to expenses not used for the credit. Use the Student Aid Index calculator for the FAFSA estimate, the education tax credit calculator for the credit, and the 529 to Roth rollover calculator for leftover savings.

What these estimates leave out

Colleges build aid packages from the SAI and their own cost of attendance and may add institutional grants or use their own formula; state grants have their own rules. Pell awards shrink for part-time enrollment. Credits interact with other credits and with the kiddie tax on scholarships counted as income. A school’s net price calculator and financial aid office give the binding figures. Veterans and eligible family members may also have Post-9/11 GI Bill benefits, which pay tuition to the school and a monthly housing allowance; the GI Bill calculator estimates them for 2026-27.

Frequently asked questions

Does a Pell Grant reduce the American opportunity credit?

Yes, if the Pell pays the same tuition. Tuition paid with tax-free aid cannot earn the credit, so families with Pell often still qualify if they pay at least $4,000 of tuition themselves.

Which tax year does the 2027-28 FAFSA use?

2025. Income changes in 2026 affect the 2028-29 FAFSA.

Do 529 plans hurt financial aid?

A parent-owned 529 counts as a parent asset at up to 12% in the SAI formula; retirement accounts and the family home are not counted.

What is the maximum Pell Grant for 2027-28?

Not announced as of October 22, 2026. The 2026-27 maximum is $7,395 and the minimum $740.

Can I use a 529 and claim the American opportunity credit?

Yes, for different dollars: pay $4,000 of tuition from other money for the credit and use the 529 for the rest.

What happens to leftover 529 money?

It can pay other family members’ education, or up to $35,000 can move to the beneficiary’s Roth IRA over time if the account is 15 years old.
